Test centres are a powerful tool for accelerating energy technology innovation, but they can only succeed if the test centre’s intellectual property (IP) and data-sharing framework creates commercially credible conditions for participation and value creation.

There is no single framework that will work for every energy test centre. The optimal framework depends on the ultimate goals of the test centre, which are influenced by the national legal framework, the governance and ownership structure, the funding model, the characteristics of the technology being tested, and the composition of the participating industry.

This brief summarizes the principal options available to test centre organizers and participants, highlights the trade-offs associated with different approaches, and introduces key design principles that recur across successful test centres, including tiered data sharing, time-bounded confidentiality, and ring-fencing.

This is Issue Brief 2 in the geothermal IP series by Clean Air Task Force, in collaboration with the Cascade Institute.
